台灣發生八仙塵爆，馬英九總統遭批評不應該出訪友邦8天。馬英九昨天說， 八仙塵爆與颱風，都讓他幾度陷入長考是否該取消出訪行程，但他在出國前做了許多安排，也與行政院長毛治國談過，「該做的都已經做了，留在國內也無法防止他們有些人可能不幸往生」。
馬英九指出，八仙塵爆6月27日發生，當初已規劃7月11日出訪，立刻想到是留遊學貸款否繼續出訪行程，接著來了颱風，幾度陷入長考，還好後來判斷颱風應該不會構成很大的問題。
馬英九解釋，塵爆後他低調到醫院探訪，跟醫護人員座談，以及跟家屬談後續醫療照顧的問題，國安高層會議也決定「一人一案、永遠相伴」，他也指示歡迎外國醫護人員協助。
親民黨主席宋楚瑜先前批評馬此時出訪時機不對。馬英九說，身為中華民國總統，對外關係很重要；特別是國內馬上要大選，可能會出現變局，外國朋友非常關心，身為總統應出來說明哪些政策可以讓目前帶來的衝擊變小，這是他的責任。
另外，有外媒問及我國是否願意擔任調人？馬英九回應，會與兩國元首談論此話題，並盡力而為，協助兩國化解爭議。
駐外官員指出，海地在多明尼加有200多萬人，包括合法居留與非法拘留，非法者約20多萬人；日前傳出多國想一次遣返上萬名難民，海地則揚言經濟制裁，但不是一下子將全部難民遣返海地，而是先以完全沒有身份的「黑戶」難民為主。
